Microenterprise Development Technical Advisor

The individual selected for this position will be administratively assigned to the Agricultural Market and Systems Development Branch of the Development Resources and Disaster Assistance Division, Office of Capacity Building and Development, Foreign Agricultural Service, U.S. Department of Agriculture (FAS/OCBD/DRDA/AMSD) but will be located in and work directly with the U.S. Agency for International Development’s Bureau for Economic Growth, Education and the Environment in the Office of Microenterprise and Private Enterprise Promotion (E3/MPEP).

The individual selected for the position will serve as a Microenterprise Technical Advisor. The Advisor provides guidance and direction to the office team, USAID Missions and Washington Bureaus in the development, management, implementation and evaluation of activities and programs related to microenterprise programming. S/he will interact as a member on teams, working groups or other management groups formed to apply innovative microenterprise approaches to poverty reduction and reducing income inequality. This position requires broad experience with microenterprise development, including expertise in inclusive market systems, micro-financial literacy and inclusion, programs for promoting and protecting livelihoods, income and assets of the extreme poor, and gender and youth integration strategies for promoting broad-based, economic development that substantially reduces extreme poverty. S/he may develop, implement, and manage poverty focused microenterprise, rural development, agribusiness, financial inclusion, and/or inclusive value chain development activities.

Knowledge Management and Communications Specialist

Financial Sector Specialist (Program Analyst)

The individual selected for this position will be administratively assigned to the Agricultural Market and Systems Development Branch of the Development Resources and Disaster Assistance Division, Office of Capacity Building and Development, Foreign Agricultural Service, U.S. Department of Agriculture (FAS/OCBD/DRDA/AMSD) but will be located in and work directly with the U.S. Agency for International Development’s Bureau for Economic Growth, Education and the Environment in the Office of Microenterprise and Private Enterprise Promotion (E3/MPEP).

The individual selected for the position will serve as a Program Analyst (Financial Sector Specialist). The Analyst will provide strategic coordination for agency-wide programming on financing growth (increasing access to micro, small and medium enterprise finance as well supporting sustainable economic growth). S/he will provide technical leadership and guidance for financing growth issues with a focus on extreme poverty and funds and facilities, on related donor and partner coordination and outreach, and on the development of access to finance mechanisms. S/he will provide advisory support to missions in project and activity design and management. S/he will assist the technical officer and activity managers for E3/MPEP’s financing growth mechanisms, which provide technical leadership, field support, and learning on issues pertaining to increasing access to finance.
