It is clear from PEPFAR guidance that economic strengthening (ES) is a key component of OVC programs. Less clear, however, is how PEPFAR OVC programs should define sustainable ES outcomes and optimally sequence interventions to achieve those outcomes. Moreover, there is limited guidance on how to achieve sustainable outcomes so households do not “backslide”, or return to a pre-graduation state of vulnerability.
