On April 8, 2010, Zan Northrip of DAI presented "Using Evaluation Findings to Drive USAID Learning." The seminar was the 48th installment of the Linking Small Firms to Competitiveness Strategies Breakfast Seminar Series sponsored by the USAID Microenterprise Development office. Northrip began by stating that high level reports on foreign assistance have vied for the Administration's attention. A discernible call to action links the reports, which is ultimately a call to learn. Northrip stressed the need for development practitioners to move from "doing evaluation" to "using evaluation." He proposed that evaluation needs to be centrally driven, funded, and quality controlled.
