To build upon the customs modernization reforms currently being undertaken by the Customs Authority in Timor-Leste, the United States Agency for International Development (USAID) Learning, Evaluation, and Analysis Project (LEAP III), on behalf of USAID/Timor-Leste, assessed the current operational and legal environment within the customs sector. The review sought, inter alia, to determine the Authority’s adherence to international norms and best practices, with a particular focus on trade facilitation.

The assessment includes analysis of the current status of the aquaculture sector; potential market linkages for Timorese aquaculture products; and the potential for domestic feed production.

This report was prepared under the Mobile Solutions Technical Assistance and Research (mSTAR) Program. The mSTAR Program is a strategic investment by USAID to advance mobile solutions and close the gaps that hold back access and uptake. mSTAR supports broad-based coordinated action by a range of market stakeholders including governments, donors, mobile service providers and their customers. 

This assessment informs USAID/Timor-Leste on the opportunities presented by candlenut exports, tourism, and mobile banking to support economic growth and diversification in the country.

This assessment was commissioned by USAID/Timor-Leste to determine definable gaps between current and future “effective demand” and “effective supply” of finance in the rural agricultural sector.
