This briefing paper provides guidelines for USAID missions and practitioners for working with the private sector to design programs that extend impact beyond individual firms to industry-wide competitiveness. The paper includes descriptions of the components of a competitiveness strategy (end-market competitiveness, upgrading requirements and a plan for sustainability), as well as the steps involved in developing a strategy.
