USAID Policy Determination: Definition of Food Security

Written in 1992, this policy determination outlines USAID's definition of food security: "when all people at all times have both physical and economic access to sufficient food to meet their dietary needs for a productive and healthy life." Three distinct variables are recognized as important to the achievement of food security: availability, access and utilization.
