Self-Assessment Tool for Microfinance Legal and Regulatory Reform: Assessment of Financial Regulation and Access for the Poor in Georgia

The Chemonics AMAP Consortium's Self-Assessment Tool for Microfinance Legal and Regulatory Reform project is developing a tool for use by banking regulators, financial institutions and other microfinance providers, policy-makers, USAID Missions, and other stakeholders to assess a country's legal and regulatory environment as it affects the provision of financial services to the poor. The tool will guide analysis leading to policy priorities and strategies for reform and is being designed based on a number of country case narratives, including this one on Georgia's legal and regulatory environment. Specifically, this document discusses Georgia's financial services market, the country's regulatory and supervisory environment, options for transformation among Georgia's non-licensed microfinance organizations, and governance factors that affect microfinance.
