Bryanna Millis and Ulrich Ernst presented, "From Red Tape to Red Carpets: Enhancing the Competitiveness Impacts of Business Enabling Environment (BEE) Reforms." The seminar was the 33rd installment of the Linking Small Firms to Competitiveness Strategies Breakfast Seminar Series sponsored by the USAID Microenterprise Development office.

Dr. Ernst and Ms. Millis discussed the Competitiveness Impacts of Business Environment Reforms (CIBER) tool, which has been developed to assist value chain projects to identify and promote priority reforms in the business environment. The need to strategically prioritize constraints was emphasized as well as the importance of assessing the political and administrative feasibility of prioritized reforms. A final CIBER step, the development and implementation of advocacy plans to support reform initiatives, was discussed. Additionally, the Brazil cashew nut case study highlighted by example how the CIBER methodology has been used.
