Plan d’Investissement de l’Abattoir de Kagbelen—Republique de Guinee

USAID/Guinea and Sierra Leone contracted LEO to undertake an assessment and investment plan for an abattoir system in Guinea. The Government of Guinea initiated the construction of an abattoir and holding area outsider Conakry and urban butcher sites; then approached USAID for assistance establishing a PPP to complete and run the operation as a private entity. This would be Guinea's first modern abattoir and a landmark in West Africa being both state-of-the-art and privately run. The project team, working directly with Guinea's Ministry of Elevage, found the abattoir to be economically attractive for outside investment and a PPP tender and recommended a concession as the PPP tender option. They recommended that the government engage local value chain actors to buy into the holding area and butcher sites. The investment plan details the context, economic analysis, value chain dynamics, overall recommendations, and guidance for the PPP tender. Using this investment plan, USAID/Guinea and Sierra Leone will work with the Ministry of Elevage to solicit investors and launch a PPP tender for the abattoir.

USAID / Guinée et la Sierra Leone ont contracté le projet de « Leveraging Economic Opportunities (LEO) » d'entreprendre une évaluation et d'un plan d'investissement pour un système d'abattoir en Guinée. Le Gouvernement de la Guinée (GoG) a lancé la construction d'un abattoir et zone d'attente à l’extérieur de Conakry, et les sites de boucherie urbains; ensuite, le GoG s’est approché  l'USAID pour l'aide à la création d'un partenariat public-privé (PPP) pour compléter et exécuter l'opération comme une entité privée. Ce serait le premier abattoir moderne de la Guinée, et un point de repère en Afrique de l'Ouest étant à la fois l'état de l'art et de la gestion privée. L'équipe du projet, en travaillant directement avec le Ministère d’Elevage de la Guinée, a trouvé l'abattoir pour être économiquement attractif pour les investissements à l'extérieur et un appel d'offres de PPP, et a recommandé une concession en tant que l'option d'appel d'offres de PPP. Ils ont recommandé que le gouvernement engage les acteurs de la chaîne de valeur locale pour acheter dans la zone d’attente et les sites de boucher. Le plan d'investissement détaille le contexte, l'analyse économique, la dynamique de la chaîne de valeur, des recommandations générales et des conseils pour l'appel d'offres de PPP. Avec l'utilisation de ce plan d'investissement, l'USAID / Guinée et  la Sierra Leone vont travailler avec le Ministère de l'Elevage pour solliciter des investisseurs et de lancer un appel d'offres de PPP pour l'abattoir.
