Various public and private sector initiatives have been undertaken in Indonesia to improve the production and post-harvest skills of smallholder cocoa farmers, but adoption has been limited. This case study analyzes the cocoa bean value chain to uncover the incentives and risks that various market actors have for investing in improved quality and how the actors are responding to these incentives.
