"Donor Interventions in Value Chain Development" guide is similar to USAID’s approach in its focus on changing behavior and avoiding market distortion. The value chain framework is almost identical. To move from analysis to intervention, the approach takes the following as starting points:

  • Bottlenecks identified during analysis
  • Interests and expertise of the donor
  • Existing relationships
  • Potential and interested change agents

The main roles of the donor in the value chain are to build trust among value chain actors, provide start-up advice and financing, and improve the quality of support services. Donors can influence BEE by enabling actors to lobby at the local level, fostering public-private policy dialogue, supporting governmental agencies, and connecting field experience with policy dialogue at all levels.
