2003 Amendment to the Microenterprise for Self-Reliance Act
This amendment reaffirms past legislation requiring USAID to spend half of its microenterprise funding on the very poor; re-defines the "very poor" as those living below the international poverty line of $1/day (PPP) or in the bottom half below the national poverty line; and defines the requirement for USAID to develop, field test, and certify poverty assessment tools for use by microenterprise practitioners.
