This study is part of a series of guided case studies aimed at exploring whether and under what conditions the application of a value chain approach can help accelerate economic growth in conflict-affected environments. The case study looks at the sector selection process used by donors and implementing agencies in Kosovo from 1999 to 2007 to determine whether dairy was an optimal sector for development in Kosovo. The study also presents an analysis of donor projects targeting the dairy industry in Kosovo during the same period to see how approaches and interventions evolved over time.
