This microReport reviews current and recent MSE development programs sponsored by USAID, the World Bank Group, DFID, and IDB. These programs try to develop business service markets and link smaller firms into value chains that offer improved market access and group efficiencies. They are evaluated within a comparative framework, noting their approaches to intervention, levels of funding, country settings, duration, goals, activities, clients, and claimed success levels. Reviewing this body of experience and understanding the activity patterns identified in the analysis will assist the design of impact assessments suited to the range of programs currently being carried out.
